




Position Title: Construction Liaison Manager

Job Purpose
This role supports the Cycle Superhighways Programme, a scheme to deliver twelve high-profile radial routes that will provide a safe, fast, direct, continuous, and comfortable way into Central London for cyclists.
You will be involved in a number of Cycle Superhighways work-streams, working closely with our Clients Road Network Management team to manage the construction phase, input Borough requirements into the Change Control process, and address any technical queries raised by stakeholders in relation to the scheme.
Principal Accountabilities
1.To act as a key co-ordination point between on site contractors and office-based staff during the construction of Cycle Superhighways pilot routes. Excellent communications skills are essential, and able to engage with both contractors, our clients staff and the local community in a positive, constructive and helpful manner
2.To ensure that on-site issues are flagged up promptly, particularly those resulting from complaints or concerns raised by the local community.
3.To support programme co-ordination and assist the contractors in inputting into the overarching project plan using a “lean management” approach.
4.Ensure that all stakeholders and contractors fully comply with the project change control process, and prevent the submission of uncontrolled (and unnecessary) changes to the Design team.
5.Respond flexibly to ad hoc requests for technical information from external stakeholders, as well as provide additional support to the Design team when required (e.g. to check HMWC contractors drawings and reports). A flexible approach is essential, and must be able to take on additional tasks and activities when required, including working out of standard office hours on occasion.
Knowledge, Skill & Experience
•The successful candidate will be an experienced Civil Engineer with a highways background - with a proven track record of working on major projects exceeding £2m.
•Degree in an engineering discipline (or equivalent experience)
•Chartered Engineer, Corporate membership of the ICE, IHT or IStructE (or similar)
•A good understanding of the London political framework, including experience of working in partnership with London Boroughs
•Experience in developing partnerships between stakeholders and delivery teams.
•Previous experience of working with Transport for London is desirable
•Experience of successfully delivering the consents required to implement highways projects
•10 years experience on the development and construction of major infrastructure projects
•Excellent communication, diplomacy and negotiation skills
•Able to work independently with limited guidance and remain self-motivated when faced with roadblocks to implementation.
•A flexible approach to working across large project teams, in a matrix organisation
•A positive approach to change
•Ability to interpret detailed technical information, and present it to laymen
•Ability to review and quality-check detailed design drawings, to establish whether they are fit for purpose and meet the overarching objectives of the scheme
