Job Title: Engineering Technician

Our Client, a London based local authority is seeking an Engineering Technician to join their Highways Team.
Main Purpose of the job:
Main responsibilities and tasks:
1.To assist with the effective and efficient delivery of programmes on time, cost and quality, to maintain an effective support that is capable of resourcing day-to-day business continuity activities including out-of-hours emergency service within the Highway Network Operation and Maintenance Service.
2.To develop and implement the procurement of goods, services and works (e.g. licensed activities) whilst complying with standards of corporate governments, and to administer third party income (cash, cheques, credit and debit card payments) within the corporate regulatory framework. Provide monitoring information at key phases in the financial cycle, have responsibility of petty cash.
3.To produce performance and statistical analysis management information by translating operational data at required frequency as directed by management and assist in monitoring performance and finding solutions that will meet and continuously improve service delivery and achieve the performance targets set by Senior Management Team (SMT).
4.To generate Licences and Permits in accordance to legislation and input daily notification onto the electronic Street Works Register (SWR). To ensure electronic and manual notices are received and thoroughly checked for compliance with current legislation. Issue Fixed Penalty Notices (FPNs) for infringements when appropriate.
5.To scrutinise all street works notices and permit applications to ensure proposed works are planned and coordinated in the best way to keep congestion and disruption to the borough\\\'s road network to a minimum. Challenge all works promoters when clashes or examples of poor planning are identified.
6.To advise and discuss with all street works and road works promoters the planning, timing and traffic management arrangements of works, by telephone conversation, electronic communication or site meetings as appropriate.
7.To assist in developing with line management and stakeholders, and implement as directed an integrated performance management regime endorsed by quality management systems for Street Works Administration through relevant statutory and local indicators. Maintain an accurate and up to date list of contacts at various levels with statutory undertakers, developers, other divisions/directorates and relevant stakeholders.
8.Maintain the database of licensed activities an the public highway, invoice, negotiate and agree income from bodies requiring permits and licences on the highway, raising monthly invoices and providing a monthly monitoring analysis and annual income profile in order to achieve income targets.
